Abstrakty

W czerwcu 2010 r. Rada Europejska przyjęła strategię rozwoju Unii Europejskiej na lata 2014-2020: Europa 2020, Strategia na rzecz inteligentnego i zrównoważonego rozwoju sprzyjającemu włączeniu społecznemu. Jednym z najważniejszych zadań Rady UE w najbliższych latach będzie ustalenie zasad i struktury jej finansowania. W artykule autor wskazuje propozycję Komisji dotyczącą zmian w unijnym budżecie oraz podejmuje próbę ich oceny z punktu widzenia realizacji strategii. Na uwagę zasługuje m.in. zwiększenie elastyczności wydatków budżetowych oraz wprowadzenie nowych sposobów finansowania unijnych programów, a w szczególności zastąpienie dotacji bezzwrotnych pożyczkami.(abstrakt oryginalny)

In June 2010 the European Council accepted the strategy for the European Union for the years 2014-2020: Europe 2020, a strategy for smart, sustainable and inclusive growth. One of the most important tasks for the Council of the EU in the next years is to work out the rules and structure of financing the strategy. In the article the author indicates Commission's proposals of changes in the Union budget and makes attempts to assess them regarding the realization of the strategy. Important proposals concern improving the budgetary expenditures flexibility and introducing new ways of financing of the Union programmes, particularly replacing non-repayable grants with loans.
