Abstrakty

Republika Federalna Niemiec jest państwem federacyjnym o daleko idącej samodzielności poszczególnych krajów wchodzących w skład państwa. Federacyjny ustrój determinuje bardziej złożoną strukturę organizacji samorządu terytorialnego niż w państwie unitarnym, jakim jest np. Polska. Celem artykułu jest przybliżenie rozwiązań instytucjonalnych, związanych z funkcjonowaniem poszczególnych jednostek samorządu terytorialnego Republiki Federalnej Niemiec oraz próba określenia wpływu kryzysu finansowego na stan finansów publicznych gmin niemieckich.(abstrakt oryginalny)

The Federal Republic of Germany is a federal state with a far-reaching indepen-dence of each of its federal states. German federal system determines a more complex structure of local government than that of unitary countries, such as Poland. The aim of this article is a presentation of institutional solutions, functioning and characteristic of the individual local government units in Germany and an attempt to determine the impact of financial crisis on the condition of municipalities' public finances.(original abstract)
