Abstrakty

Polityka energetyczna, zwłaszcza w kontekście obaw o stan bezpieczeństwa dostaw (security of supply), w tym przede wszystkim dostaw gazu, rzadko bywa w naszej literaturze ekonomicznej przedmiotem wnikliwej analizy uwzględniającej ważny tu kontekst historyczny. Trzeba bowiem pamiętać, że jeszcze do niedawna polityka energetyczna zdominowana była przez priorytet liberalizacji, który w istocie przesunął zagadnienie bezpieczeństwa dostaw na plan dalszy. Notowany od początku mijającej dekady powrót tradycyjnego priorytetu polityki energetycznej, jakim jest zapewnienie bezpieczeństwa dostaw, często wiązany jest z obawami, że liberalizacja, po pierwsze, nie tworzy właściwych warunków umożliwiających podjęcie szerokiego programu inwestycji w modernizację i rozbudowę potencjału sieciowo-magazynowego oraz, po drugie, nie stanowi dobrego rozwiązania w warunkach rosnącego znaczenia czynnika geopolitycznego, w tym zwłaszcza zwiększającego się uzależnienia Europy od dostaw gazu. Zaprezentowane w pracy ujęcie stanowi próbę prześledzenia genezy oraz implikacji związanych z dwoma zasadniczymi zwrotami - często określanymi jako zmiany paradygmatów - w polityce energetycznej ostatnich lat. W końcowej części przedstawiono ujawniające się w ostatnim czasie przesłanki, które zdają się wskazywać na możliwość zasadniczego zmniejszenia roli czynnika geopolitycznego i wynikające stąd konsekwencje co do kształtu polityki energetycznej. The issue of energy policy, in particular the aspect of gas supply security, has rarely been thoroughly analyzed in the historical context in the Polish economic literature. It is probably due to the fact that, until recently, liberalization was the top priority of energy policy, overshadowing the issue of security of supply. The current decade has seen the energy policy's focus return to the traditional priority of supply security. It reflects concerns that liberalization, firstly, does not create desired conditions for executing a broad program of investments in transmission and storage capability modernization and expansion, and secondly, is not a good solution in the context of an increasing importance of the geopolitical factor, in particular Europe's growing dependence on gas imports. The paper aims to present the origins and implications of the two important turning points - often referred to as paradigm changes - in the energy policy of the last few years. The paper ends with a discussion of recent indicators of a possible dramatic decline in the role of the geopolitical factor and its consequences for the shape of the energy policy.(original abstract)
