Abstrakty

Strefa euro została poważnie doświadczona negatywnymi skutkami światowego kryzysu finansowego i gospodarczego. Wywołując największą recesję po drugiej wojnie światowej, kryzys doprowadził jednocześnie do powstania wysokich deficytów budżetowych oraz do szybkiego narastania długu publicznego w państwach członkowskich. W celu wyeliminowania nadmiernych deficytów oraz zmniejszenia długu publicznego niezbędne będzie przystąpienie do konsolidacji budżetowej. Konsolidacja ta może okazać się zadaniem bardzo trudnym ze względu na jej skalę, powolność procesów ożywienia gospodarczego oraz konieczność dokonania istotnych zmian w strukturze dochodów i wydatków publicznych. Ponadto jej skuteczność będzie zależała od powodzenia reform strukturalnych. (abstrakt oryginalny)

The euro area was seriously affected by negative consequences of the financial and economic world crisis. Causing the biggest recession after the second World War, the crisis simultaneously brought high budget deficit and intensive increase of the public debts in Member States. To eliminate those problems it is essential to begin the fiscal consolidation. It is a very difficult task because of the scale of the fiscal consolidation, slowness of the economic recovery and the necessity of doing changes in the structure of public incomes and expenditure. Moreover, the effectiveness of the fiscal consolidation will also depend on the success of the structural reforms. (original abstract)
