Tax Expenditures as an Instrument of Fiscal Policy

Abstrakty
W ostatnich latach wzrasta zainteresowanie wykorzystaniem w polityce fiskalnej tax expenditures, które pozwalają, podobnie jak bezpośrednie wydatki państwa, realizować określone cele publiczne. Ukryte w tax expenditures wydatki umożliwiają niewątpliwie pozorne zmniejszenie bezpośrednich wydatków publicznych, przyczyniają się jednak do zmniejszenia dochodów budżetowych (zarówno sektora centralnego, jak i lokalnego). Jednocześnie większość z nich jest z różnych względów nieefektywna. Dlatego też użycie w konstrukcjach podatkowych tax expenditures powinno, podobnie jak w przypadku bezpośrednich wydatków publicznych, łączyć się z dużą odpowiedzialnością polityczną. Artykuł jest próbą wyjaśnienia istoty tax expenditures oraz prezentuje potencjalne korzyści i straty wynikające z ich zastosowania. (abstrakt oryginalny)
In the recent years the interest in utilizing tax expenditures in fiscal policy, which allow implementing specific public goals, similar to direct state expenditures, has been increasing. The expenditures hidden in tax expenditures undoubtedly seemingly allow decreasing direct public expenses, however, they contribute to decreasing budget incomes (both centrally and locally). At the same time, the majority of those, for numerous reasons, are ineffective. This is why the use of tax expenditures in tax structures should be combined, just like in the case of direct public expenditures, with an extensive political liability. The article is an attempt to explain the essence of tax expenditures and it presents the potential benefits and disadvantages stemming from their application. (original abstract)
