Abstrakty

W artykule przedstawiono system pomiaru dokonań trustów prowadzących szpitale w Anglii. System, powstały na początku dekady, przypisywał trusty do jednej z czterech kategorii na podstawie oceny podstawowych standardów opieki, stopnia realizacji kluczowych priorytetów i osiąganiu celów wyznaczonych zrównoważoną kartą wyników. W wyniku stopniowej ewolucji włączono do systemu oceny etap rejestracji jednostki w Komisji ds. Jakości Opieki, dalsze jej elementy dotyczą jakości opieki oraz jakości zarządzania finansami. Cały system ma strukturę wielopoziomową, wykorzystującą bogatą infrastrukturę instytucjonalną brytyjskiego systemu zdrowotnego.(abstrakt oryginalny)

The paper presents and analyses the performance measurement system of hospital trusts in England. The first version of the system, established in the beginning of the 21st century, marked trusts one to four stars on the basis of the core care standards assessment, performance against the key management targets and performance measured in a modified balanced scorecard. The system evolved and incorporated registration phase of the trusts in the Care Quality Commission. The next elements of the system are care quality assessment and financial management quality assessment. The whole system has a multilevel structure employing the rich institutional infrastructure of the British health system.(original abstract)
