Abstrakty

Od momentu rozpoczęcia w latach 80. reform w sektorach elektroenergetycznych w Chile i Wielkiej Brytanii, proces ten objął swym zasięgiem niemal cały świat. Reforma sektora przez wykorzystanie mechanizmu rynkowego i prywatnej własności ukierunkowana została na osiągnięcie takich celów, jak: podniesie efektywności funkcjonowania, redukcja kosztów czy poprawa jakości świadczonych usług. Celem artykułu jest przedstawienie kluczowych doświadczeń z procesu liberalizacji sektora elektroenergetycznego w podstawowych dla reformy obszarach. Dotyczy to w szczególności procesu prywatyzacji, restrukturyzacji horyzontalnej, procesu tworzenia rynków hurtowych energii elektrycznej, konkurencji na poziomie hurtowym i detalicznym, a także regulacji obszarów sieciowych.(abstrakt oryginalny)

Beginning from Chile and the UK, when the electricity reform started in 1980s, this process has spread almost throughout the whole world. In general, the reform was aimed to achieve a lot of objectives, like to increase efficiency, reduce costs and improve quality of providing services, generally saying by relaying on market mechanism and private ownership. Although the fact that electricity reforms was coincident in key tasks, it was different in many countries, taking into account its extend, scope or detail. The aim of the article is to gather main lessons and findings concerning electricity liberalization. They are particularly related to privatization, vertical separation, horizontal restructuring, process of creation the electricity markets, competition in the wholesale and retail markets, as well as the network regulation.(original abstract)
