Abstrakty

W artykule sformułowano ocenę sprawności nadzoru MFW nad polityką kursową krajów członkowskich, sprawowanego na podstawie decyzji z 2007 r. Przedstawiono w nim zasady i procedury nadzorcze, formułując wniosek, iż nowa decyzja dotycząca nadzoru nie umożliwia Funduszowi powstrzymywania konkurencyjnych dewaluacji i deprecjacji walut państw członkowskich. Sprawność nadzoru w tym zakresie osłabia przede wszystkim zawieszenie mechanizmu konsultacji wielostronnych. Dlatego też w dłuższej perspektywie niezbędne jest rozszerzenie statutu MFW, ponieważ jasne sprecyzowanie kompetencji Funduszu w sprawach nadzoru nad polityką kursowa krajów członkowskich jest warunkiem skutecznego przeciwdziałania wojnom walutowym i destabilizacji kursów walutowych na świecie.(abstrakt oryginalny)

This papers attempts to judge the effectiveness of the IMF surveillance under the new 2007 Decision on Bilateral Surveillance. It emphasises the changing substance of surveillance and its evolving modalities. The main conclusion is that despite the introduction of the new Decision, the IMF still appears to be unable to prevent official interference on the foreign exchange market. Overcoming these deficiencies is impossible due to abandoning the multilateral surveillance. Hence, in the long-term the amendment of the Articles of Agreement is necessary, as only clarifying the competence of the IMF concerning surveillance over exchange rate policy of member countries may enable the Fund to prevent "currency wars" between competing countries and destabilization exchange arrangements worldwide.(original abstract)
