Zarys Standardów Bezpieczeństwa i Ułatwień w Handlu Światowym (ang. Safe Framework of Standards to Secure and Facilitation Global Trade1, w skrócie Safe Framework) przyjęty został przez Światową Organizację Celną (World Trade Organization) w 2005 r. "Safe Framework of Standards to Secure and Facilitate Global Trade" to nazwa dokumentu przyjętego na 105/106 Sesji WCO w lipcu 2005 r.2 Jest on wynikiem kilkuletniej pracy powołanego zespołu tzw. Grupy Strategicznej. Początek prac miał swoją przyczynę między innymi w wydarzeniach z 11 września 2001 r. w Nowym Jorku. (fragment tekstu)

The term Authorized Economic Operator has been introduced to the European Community law by the Regulation (EC) No 648/2005 of the European Parliament and by the regulation of the Council of 13 April 2005 amending Council Regulation (EEC) No 2913/92 establishing Community Customs Code (OJL 302,(original abstract) 19.10.1992 p. 1). The introduction of the Authorized Economic Operator started on 1 January 2008 when the bylaws entered into force and they established for all members of the Community countries common conditions and criteria not only to possess the AEO status, but also to make easier changes into it, prohibit or cease them. Moreover the definition of AEO shows the profits and duties which both companies and customs offices should fulfill. The trader who possesses the status of AEO will be regarded as a trusted and substantial partner in the trade turnover. He will benefit by allowances in the customs procedures and after accomplishing some safety requirements, he will also have facilities during the customs controls. The AEO Status in one of the European Countries is automatically accepted in the whole EU. The procedures which grant the authorization of the AEO Status are realized by customs Authority in the EU. The regulations concerning the AEO status are based on standards of the Trade organization (WCO), Safe Framework of Standards to Secure and Facilitation Global Trade. This publication presents the standards, which have been described in the document "Safe Framework... " and the programm for the EU so called the AEO. The standards are accepted as a base for all members of the WCO in order to create the programs which will make the trade between all countries easier and moreover they will also increase the trade security.(original abstract)
