Abstrakty

Ustawa z dnia 27 sierpnia 2009 r. o finansach publicznych wprowadziła wiele zmian w sektorze finansów publicznych. Zmiany te dotyczą organizacji sektora finansów publicznych, jak również systemu budżetowania oraz zwiększenia kontroli nad środkami publicznymi. Zmiany organizacyjne polegają głównie na likwidacji gospodarstw pomocniczych i państwowych zakładów budżetowych. Ustawa zakłada dalsze funkcjonowanie zakładów budżetowych w sferze samorządowej wyłącznie w określonych dziedzinach. Zgodnie z nową ustawą zlikwidowane zostaną rachunki funduszy motywacyjnych oraz instytucja rachunków dochodów własnych. Rachunki dochodów wydzielonych będą mogły posiadać wyłącznie samorządowe jednostki budżetowe prowadzące działalność na podstawie ustawy o systemie oświaty oraz państwowe jednostki budżetowe mające siedzibę poza granicami Rzeczypospolitej Polskiej, nadzorowane przez ministra spraw zagranicznych. Zlikwidowane również zostaną samorządowe fundusze celowe, w tym wojewódzkie i powiatowe fundusze gospodarki zasobem geodezyjnymi kartograficznym, oraz centralny i terenowe fundusze ochrony gruntów rolnych. Financial crisis, triggered by a liquidity shortfall in the United States banking system in 2007, is considered to be the biggest recession in the global economy since the Great Depression, which has also affected European countries. The situation on the Worldwide financial markets caused the values of securities tied to real estate pricing to plummet, thereafter, decrease of the price of stocks and shares and influenced the overall economic situation. Financial problems of the developed and developing markets resulted also in the reduced demand and in many difficulties in the area of the access to the credit. Therefore the situation on the international markets required the coordinated activites of the main central banks to ensure the liquidity of the global banking sector. Present economic situation creates in that case many challenges for the national governments as well as for the European Union. Not only Polish authorities but also the European Council and the European Commission have implemented many actions and instruments as a part of the European regional policy. Main role in it play structural funds and the Cohesion Fund, which are the means of budget's distributed among the Member States. The total allocation of those money in Poland in the period of 2007-2013 amounts for 67.8 billion Euro and enables the authorities to reinforce the budget up to 4 % of the national GDP. Moreover, the access to those resources helps to decrease the negative results of the Worldwide crisis. All actions introduced by the European Commission and then implemented by now only in Polish regions are very helpful. Only in the first and second quarter of 2009 the investments in infrastructure (especially roads and highways) as well as the changes in the national legislation enabled the development of many companies. The European instruments reinforced also the economic potential and increased the competitiveness of the Polish economy. (original abstract)
