Abstrakty

Autonomia finansowa władz lokalnych determinuje, w jakim stopniu instytucja ta może wykorzystywać swój mandat do działania, pochodzący z bezpośrednich wyborów, do podejmowania decyzji niezależnych od centrum. Artykuł porusza problem autonomii finansowej gmin angielskich. Autorka pokazuje, że pomimo trwających już od ponad dekady daleko idących reform w sferze finansów samorządu, cel przyznania mu większej swobody działania pozostaje nadal nieosiągnięty. Brak rozstrzygnięć w kwestiach fundamentalnych dla finansów samorządowych powoduje, że nawet te nowe przepisy, które mogłyby być przyczynkiem do pozytywnych zmian w omawianej sferze, nie mogą być w pełni wykorzystane dla dobra instytucji samorządowych i lokalnych społeczności. Autorka analizuje wprowadzone reformy oraz przedstawia sposób ich funkcjonowania na tle całego systemu finansów samorządowych i szuka przyczyn problemów władz lokalnych w Anglii. The financial autonomy of local government determines the extent to which directly elected officials can exercise their mandate to act and make decisions independent of central authorities. The paper demonstrates that, despite more than a decade of far-reaching reforms, increased local governments' financial autonomy remains a goal which is yet to be achieved. The failure to resolve issues that are fundamental to local government finance has led to a situation where even those of the new regulations that could potentially trigger positive changes cannot be fully exploited for the benefit of local government institutions and local communities. The paper analyzes these reforms and discusses their impact on the local government finance system, at the same time trying to address questions about the reasons for difficulties experienced by local governments across England.
