Abstrakty

W tym artykule autor dokonał analizy kontrowersji i sporów wokół perspektywy budżetowej Unii Europejskiej na lata 2014-2020. Pracę nad Wieloletnimi Ramami Finansowymi UE (dalej WRF) są jednym z najważniejszych, cyklicznych tematów na forum Unii Europejskiej. Artykuł ten przedstawia długi i trudny proces negocjacji w sprawie nowych WRF w Komisji Europejskiej, Radzie Unii Europejskiej i Parlamencie Europejskim. Autor omówił czynniki, które destabilizowały i utrudniały negocjacje w sprawie nowego budżetu Unii na lata 2014-2020. Artykuł ukazuje proces uchwalania WRF i debatę na ten temat pomiędzy państwami członkowskimi i instytucjami UE. Głównym celem części badawczej jest analiza czynników politycznych i ekonomicznych procesu negocjacji. W artykule tym zaprezentowano najważniejsze dokumenty i projekty stanowiące podstawę do negocjacji oraz główne założenia osiągniętego 8 lutego 2013 r. porozumienia w sprawie WRF 2014-2020. W analizie tej szczególny nacisk położono na warunki wynegocjowane przez Polskę.(abstrakt oryginalny)

In this article the author examines the controversies and disagreements over the EU 's 2014-2020 financial perspective. The creation of the EU Multiannual Financial Framework is one of the most important themes discussed within the European Union. This paper presents the long and difficult negotiation process of the new MFF at the level of the European Commission, the EU Council and the European Parliament. The author discusses the factors that destabilize and hinder negotiations on a new 2014-2020 EU budget. The article also presents the process of implementing the MFF and the debate on this issue between the Member States and the EU institutions . The main objective of the research is to analyze the political and economic factors influencing the negotiation process . The article presents the most important documents and projects as a basis for negotiation and key points reached on the February 8th 2013. In this analysis, special emphasis was placed on the terms negotiated by Poland.(original abstract)
