European Union (EU) is facing a major problem of social exclusion of citizens. Despite different actions which are undertaken by both governmental and nongovernmental institutions, there are millions of Europeans who are still not included in different areas. Based on statistics from 2011 the numbers of excluded are increasing. One fourth of the EU population, which is as much as 120 million) are at risk of social exclusion or poverty. What is more, as a consequence of crisis in Europe and in world economy as well as to the social changes, the process of marginalization of particular social groups has been identified to deepen. European Union is a major player in Europe to take actions in that matter. However, it shall be emphasized that the role of non-governmental institutions is rising as well. Their activities are more specific by aiming particular problems in different countries. Their activities are very often the most effective in preventing social exclusion. As a result, in this paper first of all present situation as of what shall be handled is described and then what actions are taken and are planned to be taken by European Union institutions. Furthermore, actions undertaken in Europe by other major institutions will be described on examples of chosen institutions to give a wider picture of an issue of preventing social exclusion in Europe.
