Unia Europejska stopniowo traci przewagę konkurencyjną w stosunku do największych rywali w skali globalnej, co wynika z trudności tworzenia nowoczesnych technologii i ich aplikacji w gospodarce. Utrata przewagi wiąże się z zanikiem polityki przemysłowej i ma swoje źródło w ukierunkowaniu integracji europejskiej na rozwój neoliberalnego wspólnego rynku, dodatkowo otwartego na zewnętrznych konkurentów. Główną trajektorią rozwoju w UE była ponadto ekspansja wspólnego rynku, przede wszystkim w wyniku kolejnych rund poszerzania Wspólnoty, a nie budowanie przewag konkurencyjnych w skali globalnej. Nałożyły się na to problemy samej polityki innowacyjnej UE, związane z jej kłopotami w zakresie koordynacji polityk narodowych, utrudnieniami biurokratycznymi i deficytem wyrównywania różnic innowacyjnej gospodarki w skali całej Wspólnoty. The European Union is gradually losing competitive advantage against the biggest rivals on a global scale, due to the difficulty of creating new technologies and their application in the economy. This process is related to the withdrawal from industrial policy, which has its source in focusing the European integration on neoliberal common market, open to outside competitors. Moreover, the main trajectory of development of the EU was the expansion of the common market, achieved by successive rounds of enlargement of the Community, rather than building competitive advantages on a global scale. Added to this are the problems of the EU innovation policy related to the troubles in the coordination of national policies, bureaucratic obstacles, as well as the deficit of offsetting the differences of innovative economy in the whole Community.
