Abstrakty

Istotnym problemem dla pacjentów jest dostępność do usług zdrowotnych. Celem artykułu jest przedstawienie możliwości zastosowania metody Data Envelopment Analysis (DEA) do oceny poziomu dostępu do trzech wybranych usług medycznych w polskich województwach: hospitalizacji w szpitalach ogólnych, opieki jednego dnia i zabiegów operacyjnych. Nieparametryczna metoda DEA pozwala na oszacowanie względnej efektywności obiektów opisanych wieloma nakładami i rezultatami. Ze względu na to, że jedno z wejść (udział w populacji osób w wieku 65 lat i więcej) jest poza kontrolą decydentów, wykorzystano model Non-Controllable Variable. Wyniki pozwoliły na ocenę możliwości dostępu do opieki zdrowotnej i określenie kierunków zmian w nieefektywnych województwach w celu osiągnięcia pełnej efektywności. A significant problem for patients is the availability of health services. The aim of the article is to present the possibilities of Data Envelopment Analysis (DEA) to evaluate the level of access to three selected medical services in Polish voivodeships: inpatients in general hospitals, outpatients and surgeries. Nonparametric DEA method allows the estimation of the relative efficiency of the objects described by multiple inputs and outputs. Due to the fact that one of the inputs (the share of the population aged 65 years and over) is beyond the policymakers control, non-controllable variable model was used. The results allowed us to evaluate the possibility of access to health care and to indentify the direction of changes for inefficient regions in order to achieve full efficiency. These results confirm the usefulness of the method for this type of research(original abstract)
