Abstrakty

Celem artykułu jest zbadanie procesu przemian instytucjonalnych krajów transformacji z perspektywy teorii rozwoju gospodarczego D.C. Northa, J.J. Wallisa i B.R. Weingasta oraz próba wyodrębnienia czynników, które wpłynęły na końcowy efekt przeprowadzanych reform. W pierwszej części opracowania został przedstawiony zarys teorii Northa, Wallisa oraz Weingasta. Natomiast w drugiej części koncepcję tę wykorzystano do analizy procesów transformacji w krajach postkomunistycznych Europy Środkowej oraz Wschodniej. Na koniec artykułu przedstawiono wnioski. Kluczowy wpływ na efekt reform miały czynniki kulturowe, religijne oraz historyczne. Miały one istotne znaczenie dla zachowania elit i formowania się nowej koalicji dominującej, a w konsekwencji dla otwierania się rynków politycznych. Większa otwartość systemu politycznego umożliwiła liberalizację rynków gospodarczych, co w rezultacie poprawiało efektywność nowo tworzonych instytucji gospodarczych. W krajach transformacji zbliżonych kulturowo do państw Zachodu tworzenie instytucji rynkowych i demokratycznych było łatwiejsze. Niewątpliwie duży wpływ na proces transformacji miała także perspektywa integracji z Unią Europejską. Warunkiem wstąpienia do Unii było tworzenie przez władze instytucji zwiększających otwartość systemu politycznego i gospodarczego(abstrakt oryginalny)

The aim of this article is to examine institutional change of post-communist countries applying the limited and open access orders theory proposed by D.C. North, J.J. Wallis, and B.R. Weingast. First, the conceptual framework of North, Weingast, and Wallis is presented. Then the theory is applied to analyze the process of transitions of the post-communist Europe. Finally the conclusions are presented. The paper shows that cultural factors had a crucial impact on the outcome of market reforms. Furthermore the countries that had opportunity to join the European Union performed better in their transformation to democracy and market economy(original abstract)
