Catastrophic Risk as a Social Fact

Using the analysis of different levels of social space where general or catastrophic risk might be dealt with, it is possible to try to create a certain catalogue of actions of socio-engineering nature. Such a catalogue may be useful for practical activities of insurance companies and other administrative or self-government organisations that are interested in risk. Foundations of the catalogue should be provided by knowledge and experience from the past. Knowledge ought to help locate some specific analytic categories in different domains of science (economics, sociology, psychology, ecology, history, law, etc.) and experience resulting from past events should inspire to work out some specific forms of behaviours in situations of analogical events. Socio-engineering applied to risk should be treated as a set of actions that aim at effective and possibly thorough predicting, preventing and finally liquidating results of risk. In this approach, socio-engineering technique understood as some social engineering is provided with some general regularities that stem from sociology and other social sciences in order to translate them into the language of appropriate directives of practical actions that would be useful in a situation of particular risk. To succeed while performing this translation, it is necessary to establish some co-operation with addressees of these directives. It is very important to convince them by means of persuasion and factual argumentation that they should accept and realise all directives in question. It is crucial, difficult and responsible task for different insurance companies and organisations dealing with crisis. Effects and size of risks involve largely depend on the way this task is performed. (fragment of text)
