Rada Europy jest regionalną organizacją międzynarodową, utworzoną w 1949 roku. Od samego początku istnienia jej działalność koncentrowała się na upowszechnianiu i gwarantowaniu takich powiązanych ze sobą wartości jak rządy prawa, demokracja i prawa człowieka. Pomimo swego regionalnego wymiaru, w obszarze promocji tych wartości, a zwłaszcza praw człowieka, znaczenie Rady Europy wykracza daleko poza geograficzne ramy kontynentu. Rada Europy od ponad półwiecza, ze zmiennym natężeniem, lecz niezmiennie i konsekwentnie, wypracowuje nowe standardy wolności i praw człowieka, a te już istniejące - petryfikuje i podnosi na wyższy poziom ochrony. Jej dorobek w obszarze praw człowieka oddziałuje na wszystkie te międzynarodowe organizacje i państwa świata, które chcą kroczyć drogą respektowania godności jednostki. Artykuł wyjaśnia techniczne aspekty tego sukcesu Rady Europy. Ma zdecydowanie prawniczy i techniczny zarazem charakter. Traktuje o przyczynach i celach powstania Rady Europy, charakteryzuje Radę Europy jako promotora idei praw człowieka, wyjaśnia rolę, w jakich jednostka występuje w traktatach Rady Europy, przybliża zasady ustalania poziomu standardów praw człowieka oraz prezentuje wiodące mechanizmy implementacji tych standardów - żmudnie przez lata wypracowanych przez RE. Ponadto Autor prezentuje normatywne aspekty dotyczące zarówno wiodących instrumentów ochrony praw człowieka, to jest konwencji stanowiących o prawach człowieka, jak i innych aktów RE dotyczących praw człowieka, jak zalecenia, rezolucje, decyzje, opinie czy wytyczne. The Council of Europe is a regional international organisation, founded in 1949. Ever since it was established its activity focused on spreading and safeguarding such interconnected values as the rule of law, democracy and human rights. In spite of its regional dimension, in the scope of promotion of such values, especially human rights, the importance of the Council of Europe goes far beyond the continent's geographical boundaries. For over fifty years, the Council of Europe, with varied intensity, yet continuously and consequently, has developed new standards of freedom and human rights, and petrified and elevated the existing ones to a higher level of protection. Its achievements in the field of human rights are affecting all the international organisations and countries of the world which are determined to respect human dignity. The article aims at explaining technical aspects of the Council of Europe's success. It is both of largely legal and technical nature. It concerns the origin and goals of the establishment of the Council of Europe, characterises the Council of Europe as a promoter of the idea of human rights, explains the role in which an individual appears in Council of Europe treaties, presents the principles of establishing the level of human rights standards and shows the leading mechanisms of implementing these standards, which have been meticulously developed for years by the Council of Europe. In addition, the author presents normative aspects concerning both the leading instruments of the protection of human rights and other Council of Europe acts on human rights, such as recommendations, resolutions, decisions, opinions or directives.
