Nowadays, Kazakhstan pays much attention to innovative industrial development of its regions. The evidence for this includes implementation of public programs and policies. It is necessary to introduce new approaches to the territorial organization of the economy of Kazakhstan regions to achieve the objectives for further development of the economy branches and increase of their competitiveness, the Territorial Development Strategy of the Republic of Kazakhstan until 2015 defines the overall direction of the economy of the country with the use of the cluster approach.(author's abstract)
