EGTC 2.0? Reform of the Regulation on a European Grouping of Territorial Cooperation - an Opportunity to Revive Cross-Border Cooperation of Public Entities

Abstrakty
W połowie 2014 r. weszło w życie rozporządzenie wprowadzające zmiany w zakresie europejskich ugrupowań współpracy terytorialnej (EUWT), które są formą prawną dedykowaną współpracy terytorialnej władz i podmiotów publicznych. W artykule autorzy przedstawiają głownie zmiany oraz podejmują próbę odpowiedzi na pytanie, czy zamierzenia reformatorów zostały faktycznie zrealizowane. Nakreślają także znaczenie EUWT w nowym okresie programowania w latach 2014-2020, jak również prezentują zmiany w zakresie zamówień publicznych mające wpływ na funkcjonowanie ugrupowań. The regulation making amendments regarding European groupings of territorial cooperation (EGTC), constituting a legal form dedicated to territorial cooperation of authorities and public entities, entered into force in the middle of 2014. In the article, the authors present the main changes and attempt to answer the question of whether the objectives of the reformers were actually implemented. They also highlight the importance of the EGTC in the new 2014-2020 programming period and present the changes in public procurement which affect the functioning of the groups. (original abstract)
