Abstrakty

Ostatnia dekada przyniosła znaczne ożywienie dyskusji na temat reform podziału terytorialnego w licznych krajach europejskich. Dyskusje te znajdują także coraz wyraźniejsze odbicie w debatach prowadzonych w Polsce. W artykule autor omawia reformy przeprowadzone w ostatniej dekadzie w Gruzji, Danii, na Łotwie, w Holandii, Finlandii, Grecji, Irlandii i Albanii, głownie odnosząc się do reform szczebla gminnego. Na podstawie omawianych doświadczeń przeprowadza dyskusję warunków udanej reformy terytorialnej, w tym w szczególności warunków, jakie muszą być spełnione, aby reforma mogła być przeprowadzona we współpracy z samorządami, a nie wyłącznie za pomocą przymusu narzucającego zmianę społecznościom lokalnym. The last decade has brought a significant revival of discussions on territorial reforms in many European countries. These discussions are also becoming increasingly clearly reflected in the debates held in Poland. In the article, the author discusses the reforms conducted in the last decade in Georgia, Denmark, Latvia, the Netherlands, Finland, Greece, Ireland and Albania, mainly referring to the municipal level reforms. Based on the experiences in question, he discusses the conditions of successful territorial reforms, especially including the conditions which must be satisfied in order for the reforms to be conducted in cooperation with the self-governments, not only with the use of coercion to impose changes in local communities.
