Abstrakty

Opracowanie przedstawia problematykę wpływu administracyjnego ograniczania sprzedaży mleka na dynamikę zmian strukturalnych zachodzących w gospodarstwach mlecznych. Stwierdzono, że system kwot mlecznych wpłynął na wyraźne spowolnienie procesu koncentracji produkcji mleka oraz przemian strukturalnych na tym rynku w UE.(abstrakt oryginalny)

Implementation of the milk quota system caused significant reduction of the cowherd in researched EU countries, observed at least in the first five years after introduction of the system. The milk quota by administrative limitation of milk sale and creating barriers for production development is one of the most significant inhibitors of the farm structural development and milk production concentration process. Negative effects of the quota system can be diminished by appropriate management of the transfer system (liberalisation of trade, increasing quota mobility) and special rules of distribution of the national quota reserve.(original abstract)
