"Jak wykazują prowadzone od lat badania opinii publicznej, na abstrakcyjne pytanie, czy zakres autonomii samorządów powinien się zwiększać, większość mieszkańców odpowiada twierdząco. Ale jednocześnie faktyczna akceptacja społeczna dla zróżnicowania poziomu czy też form wykonywania zadań edukacyjnych, związanych z kulturą i innych, jest bardzo ograniczona. A zatem między tymi dwoma wartościami - potrzebą autonomii z jednej strony i potrzebą spójności w skali kraju z drugiej - występuje wyraźne napięcie. Napięcie to rodzi wiele praktycznych pytań odnoszących się do granic autonomii lokalnej." (abstrakt oryginalny)
"As public opinion polls conducted over the years show, the majority of the population gives an answer in the affirmative to the abstract question of whether the scope of autonomy of self-government should be increased. But, at the same time, the actual social acceptance of differentiating the level or forms in which educational, cultural and other tasks are performed is very limited. Therefore, there is clear tension between these two values - the need for autonomy on the one hand and the need for consistency on a national scale on the other. This tension gives rise to many practical questions about the limits of local autonomy." (original abstract)
