Abstrakty

Liberalizacja międzynarodowego handlu towarami przyjaznymi środowisku (ekologicznymi) została uwzględniona w mandacie negocjacyjnym rundy rokowań wielostronnych WTO z Ad-Dauhy w 2001 r. Rokowania w tej sprawie nie przyniosły dotychczas istotnych rezultatów. Postęp hamują m.in. poważne trudności ze zdefiniowaniem towarów ekologicznych i ich klasyfikacją na potrzeby celne, jak i różnice w podejściu różnych członków WTO do liberalizacji. Nie bez znaczenia jest również fakt, iż liberalizację handlu towarami przyjaznymi środowisku promują przede wszystkim kraje rozwinięte i jedynie kilka krajów rozwijających się, będących światowymi liderami w produkcji technologii prośrodowiskowych. Wobec małej skuteczności działań wielostronnych, członkowie WTO podejmują inicjatywy plurilateralne (porozumienie krajów APEC, inicjatywa w sprawie towarów zielonych) oraz włączają odpowiednie postanowienia do zawieranych umów o wolnym handlu. W artykule przedstawiono rezultaty dotychczasowych działań międzynarodowych w zakresie liberalizacji handlu towarami przyjaznymi środowisku, a także potencjalne skutki planowanej liberalizacji plurilateralnej dla handlu międzynarodowego i środowiska przyrodniczego. The liberalisation of international trade in environmentally friendly (ecological) goods was provided for in the negotiating mandate for the Doha round of multilateral trade negotiations in 2001. However, the negotiations have not brought significant results. Progress was blocked, among others, by the serious difficulties in defining the environmental goods and their classification for customs purposes, as well as differences in the approach to liberalisation among WTO members. The fact that the liberalisation of trade in environmental goods was encouraged by developed countries and only some of developing ones (world leaders in production of green technologies), was another factor hampering multilateral attempts. Due to the low effectiveness of the multilateral efforts, some WTO members launched the plurilateral initiatives (the agreemen of APEC countries, green goods initiative), and include relevant provisions in their free trade agreements concluded with other countries. The article presents the results of international efforts to liberalise trade in environmental goods as well as the potential impact of the proposed plurilateral liberalisation on international trade and the environment.
