Czy możliwe są fundamentalne reformy w Niemczech?

Abstrakty

Badania porównawcze państw opiekuńczych pokazują, iż dobra publiczne wprowadzone przez dobrze zorganizowane i silne grupy interesu (pracodawcy, pracobiorcy) są lepiej chronione niż grupy niezorganizowane, nawet wówczas, gdy ilość niezorganizowanych klientów jest bardzo duża. Tam gdzie dobra finansowane są z podatków łatwiej ograniczać świadczenia, niż gdy udział w finansowaniu mają pracodawcy i pracobiorcy. Opierając się na tezie Piersona (1994) można zaobserwować, iż konstrukcja programów jest najistotniejszym czynnikiem kształtującym siłę lub słabość grup klientów określając tym samym trwałość lub podatność systemu na zmiany. W systemie, gdzie zgodnie z obowiązującym paradygmatem dostęp do dóbr publicznych kształtowany jest przez partnerów taryfowych, występuje silny opór przed ograniczaniem programów ubezpieczeniowych.
