Abstrakty

Celem opracowania jest diagnoza potrzeby utworzenia oraz istoty SDR, jak również, w związku z obecnymi niedostatkami międzynarodowego systemu walutowego, próba odpowiedzi na pytanie o ich rolę w przyszłości. Do badań zastosowano metody analizy i syntezy opisowej oraz porównawczej. Zostały one przeprowadzone na postawie oficjalnych dokumentów MFW, ONZ oraz literatury fachowej przedmiotu. Zastosowano aparat pojęciowy typowy dla badań z zakresu finansów międzynarodowych i ekonomii. Z przeprowadzonych badań wynika, że współczesny kryzys spowodował zmianę polityki MFW i jego członków dotyczącą SDR, będących od wielu lat w stanie hibernacji. W najbliższych latach będzie można zatem obserwować kolejne usprawnienia w ich funkcjonowaniu, których zadaniem jest poszerzenie zakresu zastosowań SDR, ich udziału w światowych rezerwach oraz wolumenu transakcji z ich wykorzystaniem. Pozwala to z optymizmem patrzeć na przyszłość SDR, które przy zaangażowaniu wszystkich członków MFW, mogą w końcu zyskać znaczenie, jakie było dla nich pierwotnie przewidziane. Artykuł ma charakter badawczy. (abstrakt oryginalny)

An aim of the paper is to diagnose the need to create and the essence of SDR as well as, having in mind the present drawbacks of the international monetary system, an attempt to answer the question of their role in the future. In her studies, the author applied the methods of descriptive and comparative analysis and synthesis. They were carried out on the basis of official documents of the IMF, UN as well as the subject business literature. She applied the conceptual apparatus typical for research in the area of international finance and economics. The carried out studies show that the contemporary crisis has caused the change of the policy of the IMF and its members concerning SDR, being for many years in the state of hibernation. In the years to come, therefore, one may observe further improvements in their functioning whose task is to expand the range of SDR applications, their share in the global reserves as well as the volume of transactions with the use thereof. This allows for an optimistic look at the future of SDR which, having all the IMF members committed, may finally gain the importance envisaged for them initially. The article is of the research nature. (original abstract)
