Existing Efficiency Assessment Methods for Quality Management Systems, Finding New Ways

Abstrakty

Quality management is a functional trend in corporative management, rather than its ideological constituent that was applied and comprehensively developed in the East European countries in mid-1990s. In Russia the concepts of overall quality management on the basis of creation of process model of management were developed a little later. As a rule, practical approbation and assessment of actual efficiency of the present model are carried out by larger industrial enterprises and retail enterprises. Russian experience in quality management in the sphere of financial services is rather scarce. In this respect there logically follows a question: "Is organizing the quality management systems really vital at present, for instance, for the Russian banks and insurance companies?". The latter are the object of our research, so that is what we will focus on. We imagine the answer to be as univocal. Plans to join the WTO and the necessity of market concessions in financial sectors for strategic priorities of Russia conditioned the opening of the insurance market. This was first of all expressed in increasing the limits for foreign capital in own funds of the Russian insurers and admitting foreign insurance companies to life insurance and compulsory types of insurance. Certainly, the time span between legislative remissions and actual market changes will be not less than 3 years, though this is the time the Russian insurance business should spend for enhancing its competitiveness, for creating qualitative insurance product for corporative segment and international retail sales. This is achievable only by means of establishing adequate quality management systems in the field of financial services, the systems that could provide complex solution of effectiveness, efficiency and productivity tasks.
