After the First (1772) Partition of the Polish-Lithuanian Commonwealth a part of Polish and Ukrainian lands were annexed to the Austrian Empire. Until 1849, it had been ruled by the governorate administration appointed by the Emperor and headed by the governor. This governing body was collegial and it did not provide for personal responsibility of the governor of the land for the decisions taken. Despite all the importance of the Galician vicegerency as a higher regional governing body, today there is a lack of monographic research of this government institution. In reliable works concerning the history of state and law of Austria, Poland and Ukraine, there is only concise mentioning of existence of vicegerencies and brief description of their competence. Hence, the base for writing this article were Austrian regulatory enactments adopted in the period from 1848 to 1918 and documents that were preserved in the Fund № 146 the Galician vicegerency of the Central State Historical Archive of Ukraine in Lviv.
