Importance of the Categories of the Regions in the Cohesion Policy : Case of the Mazowsze Region in the Years 2014-2020

Na przestrzeni ostatnich pięciu okresów programowania można zauważyć wyraźną zmianę podejścia do definiowania celów polityki spójności i znaczenia dla nich kategorii regionów. Do 2007 r. polityka spójności wyraźnie koncentrowała się na regionach opóźnionych w rozwoju lub stawiających czoło problemom strukturalnym - pierwsze dwa cele w okresach programowania 1988-1993, 1994-1999, 2000-2006 zawsze były tożsame z ww. kategoriami regionów. Geograficzna kwalifikowalność była więc wyraźnie ograniczona. Od okresu programowania 2007-2013, z kulminacją w okresie 2014-2020, można jednak zauważyć redefinicje celów polityki spójności i ukierunkowanie jej nie tylko na aspekt wyrównawczy, ale przede wszystkim na realizację celów rozwojowych całej Unii Europejskiej. Tym samym geograficzna kwalifikowalność polityki spójności została rozszerzona na wszystkie regiony, przy wprowadzeniu różnych zasad wsparcia dla poszczególnych kategorii regionów. Jak podkreśla autor, w Polsce problematyka kategorii regionów nabiera coraz większego znaczenia, gdyż już w okresie programowania 2014-2020 mamy do czynienia z dwoma kategoriami regionów. Województwo mazowieckie uzyskało bowiem status regionu lepiej rozwiniętego i jest wysoce prawdopodobne, że liczba regionów w tej kategorii w Polsce wzrośnie po 2020 r. (abstrakt oryginalny)
A clear change in the approach to defining the objectives of cohesion policy and the significance to them of the categories of the regions has been noticeable over the past five programming periods. Up to 2007, the cohesion policy clearly focused on the regions that were lagging behind in development or facing structural problems - the first two objectives in the 1988-1993, 1994-1999 and 2000-2006 programming periods were always identified with the above categories of regions. Geographical eligibility was therefore clearly limited. However, since the 2007-2013 programming period, culminating in the 2014-2020 period, a redefinition has been noticeable of the objectives of the cohesion policy and its focus not only on the balancing aspect, but primarily on the achievement of the development goals of the whole of the European Union. Therefore, the geographical eligibility of the cohesion policy has been extended to encompass all regions, with the introduction of various principles of support for the individual categories of the regions. As the author emphasizes, the issue of categories of regions is becoming increasingly important in Poland, because, during the 2014-2020 programming period, we have two categories of regions. This is because the Mazowieckie Voivodship has obtained the status a better developed region and it is highly probable that the number of regions in Poland in this category will increase after 2020.
