In 2018 The European Union will celebrate the 50 year jubilee of its Customs Union. During its half century in existence, this Customs Union has not only extended its geographic coverage (from 6 to 28 Member States), but gradually harmonized its border procedures too. Border procedures bring benefits to Member States, economic operators, society, but only if they are harmonised, simplified and properly managed.
This article aims to present the functioning and management of the EU customs union in the context of the globalisation-related challenges, namely the increasing volumes of traffic, new and more complex supply chains, increasing globalisation of trade and crime, threats to people and the environment. Those threats are also connected with trading goods that pose a threat to human health or life (e.g. drugs, arms, drug precursors), or to the natural environment. For the purpose of an analysis, various sources were used, such as domestic and foreign literature, legal acts of the EU secondary legislation in the form of regulations, directives, as well as the communication of the European Commission on the state of the customs union. (original abstract)
