Abstrakty

W artykule podjęto próbę wykazania, że technology assessment jest przydatną formą analizy kosztów i korzyści wdrażanych technologii. Jest to narzędzie pożądane, szczególnie w przypadku bardzo dynamicznego rozwoju nowych rozwiązań technologicznych. TA jest instrumentem proaktywnym. Ma on na celu nie tylko zdemokratyzowanie sposobów, w oparciu o które dokonywane są wybory w polityce technologicznej i ich dostosowanie do potrzeb zgłaszanych przez społeczeństwo. Chodzi również o poprawę konkurencyjności sektorów, w których te nowe technologie są wdrażane. Ponadto TA wspomaga wymianę informacji pomiędzy rozwijaną technologią a środowiskiem, gdzie ma być ona implementowana, tworzeniem sieci łączącej kreatorów i użytkowników nowych rozwiązań technologicznych. This article is an attempt to indicate that technology assessment is a useful form of cost-benefit analysis of technologies implemented. It is a desirable tool, especially in the case of a very dynamic development of new technological solutions. Technology assessment is a pro-active instrument. Its aim is not only to democratise the ways in which technological policy choices are made and to adapt them to the needs reported by the society. It is also about improving the competitiveness of the sectors, in which these new technologies are implemented. Moreover, technology assessment supports exchange of information between the technology developed and the environment in which it will be implemented, by compiling the networks between the creators and users of the new technological solutions.
