Abstrakty
Stabilność finansów publicznych w perspektywie długoterminowej jest przedmiotem zainteresowania wszystkich państw członkowskich UE. Zatem opracowując strategię pozwalającą na łagodzenie skutków spowolnienia gospodarczego, trzeba wzmocnić skuteczność środków wsparcia w perspektywie krótkoterminowej i tworzyć warunki do trwałego i zrównoważonego wzrostu gospodarczego w perspektywie długookresowej.
All member states of the European Union are interested in the public finance sustainability in the long term. Thus, developing the strategy to mitigate the effects of the economic slowdown we need to strengthen the effectiveness of the support measures in the short term and create the conditions for sustainable and balanced growth in the long term. The introduction of a mechanism of fiscal transfers in the Economic and Monetary Union can be a solution for protecting against the effects of negative asymmetric macroeconomic shocks. The aim of this article is to propose certain models transfers which can be helpful in alleviating the economic differences and building the consensus between Member States, permanently in the short term, and therefore also in the long term(original abstract)
