Abstrakty

Praca pokazuje, że można zidentyfikować ukryte rezerwy rozwoju oraz grupę krajów, których rządy mogą zechcieć skorzystać z możliwości ich uruchomienia. Metodą jest analiza czynników wpływających na miejsce danego kraju w ratingach oceniających ryzyko inwestowania. Przedstawiona literatura przedmiotu tworzy podstawy teoretyczne dokonywania ocen ratingowych. Dalej opisano metodologię stosowaną w wybranych do analizy ratingach, a także zaprezentowano własną (autorską) metodę doprowadzenia do porównywalności tych niekonkurujących, ale uzupełniających się wyników. Na tej podstawie zidentyfikowano trzy grupy krajów różniących się skalą liberalizacji gospodarki. Kraje liberalne, kraje aspirujące do liberalizmu i kraje zdecydowanie nieliberalne. Tylko wśród grupy krajów aspirujących władze publiczne mogą chcieć skorzystać ze wskazanych w tej pracy sugestii. Wśród nich znalazła się Polska i dla Polski przeprowadzono identyfikację czynnika najbardziej hamującego możliwości inwestycyjne(abstrakt oryginalny)

The aim of this paper is to identify the hidden reserves of economic growth for the governments interested in it. The method used is the study of the factors deciding about the place of the country in the ratings evaluating risk in the macro and local scale.The theoretical literature forming the basis for the above ratings is presented. Then the methodology of the two chosen ratings is described. Next comes the explanation of the authors' own, worked out for the purpose of this paper, method permitting a direct comparison of the two above ratings On the basis of received results it was possible to identify three characteristic groups of countries, the liberal, aspiring to be liberal and decisively not liberal countries. Poland belongs to the group aspiring to be liberal. Thus for Poland the author undertook the analytical step necessary to point out the factor most hampering the economic growth(original abstract)
