The paper presents the European Union member states' economic and social cohesion progress assessment. EU strategic documents and various researchers (of political science, sociology, economics and etc.) increasingly deliver. According to the authors with reference to the research, which results partly are presented here, two-speed European Union concept is not an exact reflection of the real situation. The article provides the research methodology and the European Union's economic and social cohesion progress evaluation based on the multi-level development concept. It should also be noted that there are currently significant divergence tendencies between European Union Member States groups. (original abstract)
