Państwa śródziemnomorskie stoją obecnie przed wielkim wyzwaniem, jakim jest utworzenie strefy wolnego handlu z jednym z największych potentatów gospodarczych na świecie - Wspólnotą Europejską. Zgodnie z wytycznymi zawartymi w Deklaracji Barcelońskiej, całkowita liberalizacja obrotów handlowych pomiędzy krajami partnerskimi ma przyczynić się do realizacji najważniejszego celu - ustanowienia wspólnego obszaru pokoju, stabilności i ekonomicznego dobrobytu. Economic integration and creation of the Euro-Mediterranean Free Trade Area by the year of 2010 is an integral element of the Barcelona Process. It is expected that the establishment of free trade area will bring a lot of advantages for Mediterranean non-member countries which derive from abolition of tariff rates and other obstacles to trade. In accordance with theory of economic integration, welfare gains include static benefits (predicted in short term) which stem from trade creation, as well as dynamic benefits (predicted in long term) which come from increases in total factor productivity and higher level of investment. However, the economic prospects of the Mediterranean countries are highly constrained by the lack of essential reforms. Insufficient liberalization of trade in goods and services, dominance of the public sector, bloated bureaucracies, administrative and judicial obstacles to trade as well as sluggish process of regional integration would cause that the southern and eastern Mediterranean countries will lose their chance to join in the rapidly changing world of globalization.
