Abstrakty

Celem rozważań jest ocena wpływu unijnych preferencji celnych na import Polski z Ukrainy. Analizą objęto okres 2010-2014 (pełne lata) i pierwsze miesiące 2015 roku (na ile było to możliwe). Na wstępie zaprezentowano unijne preferencje dla Ukrainy, a mianowicie system powszechnych preferencji celnych GSP i jednostronnych preferencji celnych wprowadzonych w kwietniu 2014 roku. Następnie przedstawiono wyniki analizy polskiego importu z Ukrainy ze szczególnym uwzględnieniem charakteru preferencji, z których korzystał. Szczegółową analizą objęto: 1) główne towary w polskim imporcie z Ukrainy, 2) towary o największej absolutnej zmianie wartości importu z Ukrainy oraz 3) towary, których import pojawił się po wprowadzeniu preferencji w kwietniu 2014 roku. W dalszej kolejności podjęto próbę oceny wykorzystania przez Ukrainę dostępnych preferencji. Artykuł ma charakter badawczy. Wykorzystano w nim metodę statystyczno-opisową. (abstrakt oryginalny)

An aim of considerations is to assess the impact of EU customs preferences on Poland's imports from Ukraine. An analysis covered the period of 2010-2014 (full years) and the first months of 2015 (as far as it was possible). Initially, the author presented the EU preferences for Ukraine, namely the system of generalised customs preferences (GSP) and unilateral customs preferences introduced in April 2014. Next, he presented the results of the analysis of Polish imports from Ukraine, with a particular consideration of the nature of preferences used. A detailed analysis covered: 1) main commodities in Polish imports from Ukraine, 2) goods with the greatest absolute change of the value of imports from Ukraine, and 3) goods whose imports appeared upon the introduction of the preferences in April 2014. Further, the author undertook an attempt to assess how Ukraine has made use of the available preferences. The article is of the research nature. The author used the statistical and descriptive method in it. (original abstract)
