Abstrakty

Ostatnie dwie dekady w krajach Europy Środkowo-Wschodniej cechują się dynamicznymi zmianami w łańcuchach żywnościowych. Najważniejsze z nich to przemiana struktury agrarnej, wzrost konkurencyjności firm przetwórstwa spożywczego, konsolidacja segmentu hurtowego i rosnące znaczenie sieci wielkich marketów. Szereg badań wskazuje na problemy rolników związane z rosnącymi wymogami i standardami na nowoczesnych rynkach żywnościowych. Problemem jest np. wybieranie większych i nowocześniejszych dostawców przez sieci dużych marketów. Istnieją jednak doniesienia, że uczestniczenie w nowoczesnych kanałach dystrybucji może wpływać pozytywnie na sytuację drobnych producentów rolnych. Jednym z ważnych czynników wpływających na wykluczenie drobnych producentów rolnych z nowoczesnych rynków żywnościowych lub włączenie ich do tych rynków jest siła przetargowa. Liczne opracowania wskazują, że siła przetargowa rolników jest znacznie mniejsza od siły podmiotów na poziomie przetwórstwa i handlu detalicznego. Może to prowadzić do wykluczania drobnych producentów z rynku, zwiększania produkcji na własne potrzeby i poszerzania zasięgu ubóstwa. Do głównych rozwiązań wzmacniających pozycję drobnych gospodarstw w łańcuchu żywnościowym należy ułatwianie dostępu do usług finansowych i inne działania nakierowane na wspieranie inwestycji w gospodarstwach. The recent two decades in the countries of Central and Eastern Europe have been characterised by dynamic changes in food supply chains. The transformations of agrarian structure, increasing competitiveness of food processing companies, consolidation of wholesale segment, and growing importance of large supermarket networks are the most significant changes. Many studies indicate that small farmers encounter problems related to the increasing requirements and standards of modern food markets. The fact that the networks of large supermarkets choose larger and more modern providers becomes also an issue. Some studies, however, find that participation in modern distribution channels can have a positive impact on the situation of small farmers. One of the important factors contributing to the exclusion or inclusion of small-scale farmers on the modern food markets is their bargaining power. Numerous studies show that the bargaining power of farmers is much weaker than the power of the entities in the processing and retail sectors. This may lead to the exclusion of small producers from the market, an increase in the production for their own needs, and an increase in the extent of poverty. The main solutions aimed at strengthening the position of small farms in the food supply chain are to facilitate access to financial services and to undertake other activities promoting investments in farms.
