Celem tego artykułu, poza prezentacją kwestii definicyjnych, jest próba odpowiedzi na pytanie, jakie wyzwania niesie ze sobą koncepcja inteligentnych miast z perspektywy funkcjonowania samorządu terytorialnego w przyszłości. Jest to również element szerszej dyskusji nad tym, jak samorząd terytorialny powinien zmieniać się wraz ze zmieniającą się rzeczywistością społeczną. (fragment tekstu)

This article considers the future of local governments in terms of smart cities' operation. First, we present the selected definitions of a smart city. On this basis, we distinguish three areas, which may pose a challenge to local governments in near future. The first challenge is to ensure broad participation in the exercise of public authority, but also in decision-making with respect to management of common affairs in smart cities, while at the same time preventing exclusion of certain groups of residents. The second challenge is to ensure the ability to re-use smart cities' data to improve the quality of urban life and secure the growth of innovations, while the third - to provide protection of privacy in light of the use of new technologies.
