The article deals with one of the most important aspects of the local control transformation in the direction from sectoral approach to territorial one based on the combination of functional and spatial development. The forms and methods of transformation on the basis of the public management culture and administration are disclosed, namely cultural phenomenon, particularly in the sphere of self-government and self-organization of the population of the city territory and municipal management. The first experience of implementation in Ukraine of one of the modern technologies of city management based on the international quality management standards ISO 9001:2000, for example, the Spa town Berdyansk in the Zaporozhye region is analyzed and summarized. The prospects for the spread of the municipal governance practice in post-Soviet countries are discussed. (original abstract)
