Abstrakty

Przed dwoma dekadami obecność Chińskiej Republiki Ludowej w Ameryce Łacińskiej była ledwie zauważalna, jednak od tego czasu Chiny stały się jednym z podstawowych partnerów gospodarczych regionu. Pojawiają się opinie, że Państwo Środka skutecznie wypełni w przyszłości lukę po Stanach Zjednoczonych, których zaangażowanie w regionie spadło w ostatnich latach. Chiny skierowały swoje zainteresowanie ku krajom na południe od Rio Grandę głównie ze względu na ogromne zapotrzebowanie ich gospodarki na surowce mineralne oraz żywność. Istotne są również cele polityczne Chin, a także wola budowania powiązań kulturowych oraz naukowych. W przyszłości można się spodziewać, że stosunki Chińskiej Republiki Ludowej z Ameryką Łacińską będą się w dalszym ciągu pogłębiać mimo widocznych kilku punktów zapalnych we wzajemnych stosunkach. Pod znakiem zapytania stoi jednak to, w jakim stopniu partnerzy gospodarczy Chin będą potrafili uniknąć pozostania jedynie zapleczem surowcowym Państwa Środka. (abstrakt oryginalny)

Chinese foreign direct investments in Latin America countries is a subject of growing controversy and concern. Is China building in this region of the world the natural resource base to the detriment of other countries? Are reports of authorities' corruption and marginalization of local communities in the areas rich in oil and mineral resources authentic? The fact is that China needs vast amounts of minerals, petroleum, and food to maintain its economic growth, and therefore directs its investments towards Latin America. The demand for mineral resources, oil and food pushed China to the third place among the largest investors in Latin America in 2010 with $ 15 billion (about 9% of total investment in this region of the world). Some observers believe that Chinese investments lead to ecological and social disaster, but others say that FDI are a chance for development in Latin America through constant access to capital and modem technology. Governments of the countries in Latin America believe in the fulfillment of the latter scenario. (original abstract)
