It is obvious that more data contributes to create the foundation for making the best decision in the case of Air Defence Integrated Systems up-gradation. These take into account the following considerations: technical and performing parameters required by central leadership structure (effectiveness, mobility, safety personnel, system, structure, etc.), agility/ versatility of the main equipment, the existence of scientific skills and industrial facilities, alliances policy, the doctrine regarding to equipment and tactics unification, financial support available.
