One important side effect of the protracted negotiations in the World Trade Organization under the Doha Development Round is the proliferation of bilateral trade agreements as an alternative global trade system. Since the end of the Uruguay Round has passed 18 years. During the whole history of the multilateral GATT/WTO trade system there has never been so long a break in successful trade negotiations as the current one. Many states, dissatisfied with the course of the Doha Development Round negotiations and striving to deepen the multilateral liberalisation-related commitments adopted in the WTO, express the conviction that because of the limitation of the number of states participating in the negotiation process, greater progress in liberalisation of trade can be achieved under bilateral negotiations. The aim of this paper is to analyze current trends in trade policy in the context of the crisis of WTO multilateral negotiations. The article is divided into two parts. Part One identifies determinates of WTO crisis. Part Two discusses the process of proliferation of bilateral trade agreements in world economy. The analysis was used verification thesis according to which an increasing number of bilateral trade agreements is a consequence of the lack of progress in the negotiations on a global forum in the WTO multilateral trade system.(original abstract)
Ważnym ubocznym skutkiem przedłużających się negocjacji na forum WTO w ramach Rundy Doha jest proliferacja bilateralnych porozumień handlowych jako alternatywy globalnego systemu handlowego. Od zakończenia Rundy Urugwajskiej minęło 18 lat, w czasie których nie udało się wprowadzić w życie nowych projektów liberalizacyjnych. Tak długiej przerwy w skutecznych negocjacjach handlowych nie odnotowano dotychczas w historii powojennego międzynarodowego systemu handlowego. Wiele państw niezadowolonych z przebiegu rundy katarskiej, dążąc do pogłębienia przyjętych na forum WTO multilateralnych zobowiązań liberalizacyjnych, wyraża przekonanie, że w związku z ograniczeniem liczby państw uczestniczących w procesie negocjacji większy postęp w liberalizacji handlu można osiągnąć w wyniku bilateralnych rokowań. W tej części pracy przedstawiono analizę współczesnych tendencji w polityce handlowej w warunkach kryzysu negocjacji wielostronnych na forum WTO. Najpierw wskazano przyczyny kryzysu wielostronnych negocjacji handlowych prowadzonych na forum WTO, a następnie omówiono proces proliferacji preferencyjnych porozumień handlowych. Przeprowadzona analiza posłużyła do weryfikacji postawionej na wstępie tezy, zgodnie z którą rosnąca liczba bilateralnych umów handlowych jest konsekwencją braku postępu w negocjacjach prowadzonych na forum globalnym w ramach wielostronnego systemu handlowego WTO.(abstrakt oryginalny)
