Abstrakty

Przedmiotem niniejszej analizy są instrumenty umacniania bezpieczeństwa polityczno-wojskowego zwane środkami budowania zaufania (confidence-building measures, CBM) stosowane poza obszarem euroatlantyckim w procesach pokojowych. Panuje zgodność, poparta doświadczeniem europejskim, że CBM mają szansę odnieść sukces, gdy zainteresowane strony (państwa, alianse, rebelianci, grupy zbrojne i in.) są gotowe, szczególnie dzięki wspólnemu zrozumieniu problemu i politycznej woli jego rozwiązania, zainwestować politycznie w zmianę status quo bądź przełamanie impasu w sytuacji kryzysowej. Napięcia i brak zaufania praktycznie uniemożliwiają umacnianie bezpieczeństwa i skazują w większości wypadków takie próby na ograniczone powodzenie bądź fiasko. Walorem CBM jest ich charakterystyczna cecha: są one działaniem o niskim koszcie polityczno--wojskowym w porównaniu z pokrewnymi przedsięwzięciami (na przykład rozbrojeniowymi). Paradoksem jest to, że brakuje uzgodnionej definicji CBM, a różne metodologie i kryteria analizy prowadzą do rozmaitych koncepcji i propozycji w poszczególnych kontekstach i środowiskach bezpieczeństwa. Typologie wojskowych CBM różnią się, jednak elementy najczęściej wymieniane i włączane w porozumienia to: wymiana i notyfikacja informacji na temat aktywności wojskowej, jej obserwacja, nakładanie ograniczeń, ocena informacji i jej weryfikacja, komunikowanie się zainteresowanych stron (przez mechanizmy implementacyjne i/lub instytucje), a także posunięcia (zobowiązania) deklaratywne (jedno-, dwu- lub wielostronne). The end of the cold war provided the international community with an unprecedented opportunity to overcome numerous historical antagonisms, crises and conflicts, but at the same time to face up to new challenges and threats in many parts of the world. A crucial, inspiring role has been played by confidence-building measures (CBMs), especially in the OSCE area. The culmination of CBMdevelopment took place in the 1990s, but the processes of strengthening politico-military confidence and trust continued to evolve, at various paces and with diverse successes, in non-European contexts in the following decades. Political-military solutions in this field do not necessarily imitate the OSCE ones and more and more bravely make use of indigenous concepts. Nowadays the dynamics of confidence building has slackened due to changes in world politics, although the operation of military CBMs still offers a security cushion against "foul weather " developments in international relations.
