Abstrakty

W procesie akcesji do NATO Finlandia i Szwecja w zasadzie zatrzymały się - w dużej mierze na własne życzenie - na krok przed członkostwem. Niektórzy analitycy uznają je wręcz za nieformalnych członków organizacji. Do podobnych konkluzji doszedł również międzynarodowy zespół analityków w niedawnym raporcie zamówionym przez fińskie MSZ. Stwierdzono w nim literalnie, że oba kraje uzyskały maksymalny poziom współpracy z NATO dostępny dla państw niebędących jego członkami. O bliskich relacjach Finlandii i Szwecji z Sojuszem świadczy to, że ich władze zostały w znacznym stopniu i bezprecedensowo włączone w obrady szczytu w Warszawie. Również w komunikacie końcowym wielokrotnie nawiązano do pogłębionej współpracy tych państw z NATO. Ich realny status względem Sojuszu trafnie podsumował jeden z urzędników podczas ostatniego szczytu. Określił je jako podmioty uczestniczące w procesie kształtowania decyzji NATO, ale nie w procesie ich podejmowania. Usiłując dalej pogłębiać współpracę z Sojuszem, Finlandia i Szwecja mogą wkrótce znaleźć się w martwym punkcie. Uważane są one, m.in. przez Rosję, za quasi-członków NATO, dalekich nie tylko od neutralności, lecz także od wciąż postulowanej bezaliansowości. Zwłaszcza w przypadku konfliktu w regionie Morza Bałtyckiego państwa te mogą, niezależnie od realnie podjętych działań i intencji, zostać potraktowane przez Moskwę jako wroga strona. Jednocześnie nie są w pełni objęte parasolem bezpieczeństwa NATO. Zapewnia go w praktyce wyłącznie artykuł 5 Traktatu. Ewentualna pomoc i wsparcie wojskowe dla tych krajów warunkowane będą dobrą wolą i interesami strategicznymi innych uczestników potencjalnego sporu, tj. obecnych pełnoprawnych członków Sojuszu. With tensions in the Baltic region rising significantly, the debate on Finland and Sweden s potential NATO membership has also been intensifying as a result first and foremost of the Ukrainian crisis and its international repercussions, although such a Nordic enlargement has in fact been debated since the end of the cold war The article looks at the potential NATO enlargement through the prism of recent developments, examining the issue from the perspective of the two Nordic countries involved as well as that of the current NATO members. Also reviewed is the potentially hostile response of Russia as the key stakeholder in the process along with strategic military consequences, in particular in the Baltic and Arctic regions, which might be crucial from the Alliance s perspective. The fundamental question today is whether by enhancing cooperation with NATO Helsinki and Stockholm have already reached the "point of no return " or they still remain flexible in their national security choices.
