Abstrakty

Głównym problemem badawczym jest odpowiedź na pytanie, czy w warunkach kryzysu finansowego i żywnościowego polityka wsparcia producentów rolnych staje się bardziej liberalna czy protekcyjna i jaka jest rola WTO w zakresie wielostronnej liberalizacji handlu artykułami rolno-żywnościowymi. W pierwszej części artykułu zidentyfikowano wybrane tendencje charakteryzujące współczesne światowe rynki rolne po 2008 roku. Następnie na podstawie analizy dynamiki wskaźników wsparcia producentów rolnych (NRA), ocenie poddano ewolucję polityki rolnej w krajach o różnym poziomie rozwoju, a także zarysowano proces jej liberalizacji w ujęciu wielostronnym oraz regionalnym. Kryzys finansowy oraz towarzyszący mu kryzys żywnościowy nie przełożyły się na zmiany w zakresie ochrony rynków rolnych. Co więcej, podejmowanej liberalizacji celnej na poziomie wielostronnym i regionalnym towarzyszy wzrost protekcjonizmu pozataryfowego. Wskazuje to na konieczność intensyfikacji działań w zakresie liberalizacji handlu artykułami rolnymi zarówno na forum WTO, jak i w ramach regionalnych ugrupowań gospodarczych. (abstrakt oryginalny)

This paper aims to identify the role of the WTO in the multilateral liberalization of trade in agri-food products and its alternative - trade regionalism. In the first part of the article we have identified the most important trends characterizing contemporary world agricultural markets after 2008. On the basis of the World Bank NRA estimate, we have also presented the evolution of agricultural policy in countries at different stages of development. The financial crisis and the accompanying food crisis have no permanent influence on the protection of agricultural markets. The attempts to liberalize tariffs in the multilateral and regional dimension are being accompanied by an increase in non-tariff protectionism. This suggests the need to intensify activities towards the liberalization of agricultural trade, both in the WTO as well as within the regional economic groups. (original abstract)
