The paper describes stages of development of the Semantic Web, classifies them, and describes proposed methods of utilizing the Internet in the future. It delves into issues pertaining the Web-based technology, and the mechanisms which, perfected and popularized, will lead to creation of Web 4.0. The observed rapid increase in the amount of data available on the Internet leads to difficulties in fast selection of content relevant to the user. The nature of the human language causes considerable obstacles for machine pattern recognition of information contained within the given content. This results in slow and inefficient extraction of valuable data. The basis for proper machine recognition of patterns contained on the Internet is the process of creating ontologies. The paper describes the most important features of ontologies and methods of describing information in such a way that its structure is clear to agents and multi-agent systems. The authors also present the issues of improving the quality of human life by proper management of information on the Internet. As its basis the paper uses a case study of ontology of City Hall of Częstochowa. (original abstract)
