On the base of empirical investigations (done in Poland, Lithuania, Latvia and Byelorussia) it has been stated that the compared regions, and most probably also their states, experience similar problems and difficulties of the transition period. Their economical level is comparable, and even the mentality and way of thinking of managers are similar. In this sense the post-communist countries of Eastern Europe make a quite uniform area, much more integrated than it seems. The development of local enterprises is very important for the competitiveness of these regions, so the enterprises should feel the local government support. The investigations show however that this support is inconsiderable, marginal, most companies do not expect any help. The main negative factor is financial shortage, both for self-governments and enterprises. Current needs are "patched up" using saved resources (partly abandoned investments), what is not a good prognosis for the future. The situation of enterprises is difficult, many of them lose sales, some even did not start any development investment and reduce their staff. The important factor in regional development, and at the same time the barrier, is increasing unbalance of labour market. Self-governments consciously evaluate this dramatic situation but are not able to do much. Main responsibility for unemployment reduction is thrown on enterprises which due to the recession fall short of the expectations. The development factor for the regions not adequately exploited is the co-operation on the national and international scale. The last one evolves slowly and with obstacles. Great percentage of self-governments shows negative attitude towards co-operation, especially towards territorial unions. The attitude towards international co-operation is inconsistent: on one hand it is positively evaluated by the majority, on the other however no definite actions are undertaken. Passive waiting for external help is observed. The representatives of self-governments and entrepreneurs are conservatively inclined, avoid innovations. A very symptomatic fact is the attachment to the domicile place, the main factor determining the localisation of enterprises. The respondents do not value high such factors as: workforce competence, services of scientific and research centres or new technologies. A cause for concern is a very low evaluation of services delivered by high schools in the regions of all four investigated countries. Quite new and important factor of a considerable potential for regional development is the regional marketing. Declared significance of promotion is not accompanied by an appropriate activity of local governments, and the applied instruments are rather traditional and ineffective. The answered questions concerning the trends of the transformation processes allow to conclude that the social and economic situation in all investigated regions is complicated, though the dynamics is different in particular countries. An important part of respondents sees pessimistically the future, an atmosphere of anxiety is felt. At the same time the representatives of self-governments and entrepreneurs generally understand well the increasing difficulties, though not always can cope with them. (original abstract)
