Od ponad 30 lat statystycy zajmują się problematyką estymacji dla małych obszarów. Liczebność próby w badaniach reprezentacyjnych jest zwykle zbyt mała, aby uzyskać dokładne oceny bezpośrednie dla małych domen, dlatego poszukuje się rozwiązań, które by pozwoliły na dokonanie szacunków dla małych obszarów. The authors focus on Small Area Estimation with two-stage sampling design. The following alteration of the sampling design is analyzed. The first-stage probabilities are increased and the second-stage probabilities reduced, so as to keep the total costs of sampling unchanged. The question is when such a change of the sampling design is beneficial for global and when for small-area estimation? Alternative ways of clustering are considered: more detailed and less detailed, in order to answer which of two would be preferable for small-area estimation. We considered areas/clusters of equal size, because the problem was easier to solve. The sampling variances of the population mean estimators were calculated for the optimal designs assuming either clustering. The gains in the small-area were compared with the losses in the precision of the population mean estimator. (original abstract)
