Abstrakty

Kwestia członkostwa Finlandii i Szwecji w NATO, przede wszystkim ze względu na kryzys na Ukrainie i wrogą aktywność Rosji w rejonie Bałtyku, stała się ponownie przedmiotem ożywionej debaty eksperckiej i politycznej w obu państwach1. Ich decyzja będzie silnie uzależniona od bieżącej sytuacji międzynarodowej. Z perspektywy samego NATO zasadnicze znaczenie będą miały uwarunkowania geopolityczne i militarne ewentualnej akcesji - w szczególności w basenie Morza Bałtyckiego i na Dalekiej Północy. Wynik takiej analizy w pierwszej części artykułu wypada zdecydowanie korzystnie dla NATO. Z dużą dozą prawdopodobieństwa można zatem stwierdzić, że Sojusz byłby otwarty na nowe nordyckie rozszerzenie2. Nie wszyscy członkowie organizacji zareagowaliby jednak entuzjastycznie. Kluczowe znaczenie w tej kwestii może mieć moment, w którym kraje zgłoszą wolę przystąpienia. Dyskusja w NATO, scharakteryzowana w drugiej części artykułu, będzie jednak prawdopodobnie tradycyjnie dotyczyć definicji źródeł i skali realnego zagrożenia państw członkowskich oraz relacji NATO-Rosja, w tym notorycznie podnoszonego problemu przesadnego antagonizowania Moskwy przez część członków Sojuszu. Nie ma wątpliwości, że to przede wszystkim Rosja i jej ewentualne dalsze posunięcia determinują obecnie decyzje i wybory Finów i Szwedów dotyczące polityki bezpieczeństwa i wpływać będą na nie w dużej mierze w najbliższej przyszłości. Oddziaływanie innych krajów ma obecnie marginalne znaczenie i można je praktycznie w analizie pominąć. Dlatego w końcowej części artykułu podjęta zostanie próba wyznaczenia zakresu możliwej odpowiedzi Rosji na ewentualne wnioski akcesyjne państw nordyckich. Podkreślić należy, że niewiele wnosi obecnie ocena zachowań Kremla po ostatnich falach rozszerzeń, ponieważ istotnie zmieniła się sytuacja geopolityczna. (fragment tekstu)

NATO membership has been widely debated in Finland and Sweden, so the N orth Atlantic Alliance might soon be confronted with an official membership application from one or even both countries. Hence the article examines NATO enlargement northwards in Europe and its consequences from the international perspective, focusing on key stakeholders 'potential reactions. While NATO is likely to welcome the new members, Russia's hostile response is analysed with a view to outlining the scope of its potential reaction rather than predicting specific measures that might be taken by Moscow.
