Abstrakty

Dyskusje o optymalnej wielkości jednostek samorządowych absorbują zarówno środowiska naukowe, jak i polityczne, które odpowiadają za decyzje dotyczące kształtu podziału terytorialnego. Problem jest o tyle istotny, że tego typu zmiany powinny być czynione z wielką rozwagą, a ich kreowanie winno bazować na solidnej wiedzy. Celem artykułu jest próba odpowiedzi na pytanie, czy większe gminy działają efektywniej, czy konsolidacja struktur administracyjnych przynosi efekty w postaci zmniejszonych jednostkowych kosztów funkcjonowania? Praca ma charakter przeglądowy i jest syntezą wyników badań opublikowanych w literaturze światowej. Przegląd literatury na temat refom podziału terytorialnego pokazuje, że dowody na funkcjonowanie efektu skali w samorządach są bardzo niejednoznaczne. Podobnie trudno sformułować wnioski, które pozwoliłyby określić optymalną wielkość podstawowych jednostek podziału terytorialnego(abstrakt oryginalny)

The creation of possible changes in territorial division should be based on sound knowledge. The aim of the paper is to try to answer the questions if larger communes are more efficient and if the consolidation of administrative structures result in reduced operating unit costs. The work is a review and is a synthesis of the results of the studies published in the world literature. The literature review on the territorial division reform shows that the evidence of the scale effect in local governments is very ambiguous. Similarly, it is difficult to formulate conclusions that would allow to determine the optimal size of the basic units of territorial division(original abstract)
